MONSIEUR GÉRARD PARIZEAU

Mr. Gérard Parizeau founded the review Assurances and served as its director for more than fifty years. In this article, the author pays tribute to Mr. Gérard Parizeau, his father. He starts by first characterizing him as an exceptionally open-minded and cultivated man and then goes on to describe the main stages of his three-pronged career as a professor, insurer, and historian. All of Gérard Parizeau’s writings are passed in review as well as the marks of distinction he has received from York University, Université Laval, Université de Montréal, the French Republic, and the Québec government. HISTORIQUE ET ÉVOLUTION DE LA REVUE ASSURANCES

In this anniversary issue, it seemed a good occasion to acquaint readers with the publication’s deep roots and to shed light on a few facets of its future. Under the title Assurances: its past and future, the attempt is made to analyse the evolution of the journal Assurances through four pivotal periods:

• The monthly Journal published by Gérard Parizeau (1932 to 1935)
• The Review under the direction of Gérard Parizeau (1935 to 1988)
• The Review under the direction of Rémi Moreau (1988 to 1996)
• The Review under the auspices of HEC and the direction of Georges Dionne (1996 to date).

The history of Assurances merges with the major developments in the insurance industry in Canada. It coincides with the reforms (legislative, technical, legal, economic, and professional) shaping the evolution of insurance and the spread of its use both in Canada and Quebec.
Founded in 1932, the journal Assurances is now an integral part of HEC’s large international projects, especially with regard to research and teaching in the field of risk management and insurance. HEC Montreal major challenge is to take this review to new heights. LE MARCHÉ DE L'ASSURANCE ET DE LA RÉASSURANCE AU CANADA: QUELQUES ASPECTS DE SON ÉVOLUTION

Before discussing the evolution insurance and reinsurance have made in Canada, the author points out that this evolution took place in times marked by accelerated change in all domains: technological, financial, and legislative. Robert Parizeau, a man who has spent about forty years of his career in the areas of insurance and reinsurance, is uniquely qualified to give a comprehensive view of that evolution. He does so by passing successively in review various sectors of insurance: life insurance, damage insurance, life reinsurance, damage reinsurance, insurance intermediaries, and publicly controlled insurance.
 
 
 
 
 
 
 
 
 
 
 
 
 
 
 

L'ASSURANCE DE PERSONNES AU QUÉBEC DEPUIS 1930

Since the arrival of Francophones in this sector of the economy, during the 1930’s and the 1940’s, up to the current movement of demutualization of the major firms, the industry of the life and health insurance has been the subject of considerable progress in Quebec. The reshuffling of laws and regulations, and the widening up of the range of products proposed by the companies, in compliance with the needs of the population, have favored that development. The Quebec insurers have been on the watch of the new trends which showed up in the United States. As for the removal of the barriers between the financial services, they have been ahead of the rest of Canada. At the time of the globalization of the markets, they are confronted with new challenges coming from an increasing competition of the other financial institutions, from technological changes, from the aging of the population, to mention a few.
 
 
 
 
 
 
 
 
 
 
 
 
 
 

«LA RIANTE BANNIÈRE DE LA DÉMOCRATIE»: LES SOCIÉTÉS DE SECOURS MUTUELS QUÉBÉCOISES AU 20e SIÈCLE

The Great depression in the 1930s is a crucial moment to call the usual way society deals with social problems into question. A Report made at that time by the Quebec Social Insurance Commission recognised the «excellent work» done by mutual aid societies, and suggested that they be given a major role in the administration of a provincial health insurance program. Although such a plan was never put into effect, it shows how mutual aid societies were an important force in the province. LE MILIEU QUÉBÉCOIS DE L'ASSURANCE: UN SECTEUR EN PERPÉTUELLE ÉBULLITION LÉGISLATIVE

The author describes the remarkable evolution of the insurance sector in the twentieth century throught the Quebec legislative interventions. He points out the reform of 1974, the new legislations on the intermediaries, the supervisory systems by the Inspecteur général des institutions financières (Québec) and the Office of the Superintendant of Financial Institutions (Ottawa), the new consumer protection rules, the removal of the barriers between the financial institutions in Quebec and the new law of insurance coming from the Quebec Civil Code reform of 1994. Il also mentions some federal changes in order to enhance the safety and the soundness of the Canadian financial system. Finally, he describes some aspects regarding the evolution of the regime of automobile insurance in Quebec.
